Issues with block 4 and how to tweak block 2-3, Publisher theme

Couple of questions.   I can't seem to get either to work:

1) How do you enable the feature block 4?  I don't see any block 4 in my theme selections when I go to post story content.  When I create content > story and check the theme settings I only see radio buttons for feature 1-3.  Where is 4?

2) How do you enable the "More news ..." links to nodes that show at the bottom of feature block 2 and 3?

I haven't started to really play with block 4 yet...still trying to gets some bugs out of the other 3...can't get the pic to display in full story mode...
One thing I did notice about block 4 is that you have to read the fine print on the theme page:
"4) Block 4 - This right column block uses Imagecache like the other 3 featured block regions on the homepage. The image snapshots are smaller for this location and you can include as many as you'd like here.
The example video teaser we have added to the right column (top) and the left column blocks for categories on the homepage have all been added through the administer "blocks" menu within the administration section of Drupal. These were created by default as "blocks" because they only appear on the homepage and creating a dynamic display of these few blocks would've added several more layers of setup, complications, and instructions which is not really needed since they only appear on the homepage of the Drupal Publisher theme."

Looks like you have to create block four using the premade regions and then modifying it to display from the image cache. The other features are also custom set ups as you can read above...sounds like it would have been too much code to include in the package...but it doesn't look too hard to do yourself.

secondary menu issue - publisher theme

For featured image 4, please follow the steps below:

1.) After logging in as admin, go to Site Configuration -> Publisher theme

2.) Here, under Featured Block 4, select Category which is to be
displayed, the no. of nodes under that.

3.) Now, go to Content Management -> Create Content -> Story

4.) Under Theme settings, select 'No featured' and the Category which you
selected under Public Theme Administration (point 2 above). Enter title,
upload image (if any) and other required details.

Regarding news links, 'more news' links are showing automatically as it is theme's functionality that it will list all news links of a particular category at the end of block 2-3
