Secondary links not appearing in orange bar

My secondary links are enabled and the permissions are set, but they appear at the bottom of the webpage, not in the orange bar???

I'm running Drupal 6.x with all the current modules

Secondary links menu

Hi,
Did you follow these steps?

1) Go to: http://www.yoursite.com/admin/build/menu
2) If you don't have a Menu item called "Secondary links" then add one by clicking the "Add Menu" tab (Menu name must be entered as "Secondary links" - without the quotes)
3) Now go to the "Settings" tab and you should see a drop down option for the secondary links at the bottom. Choose the "Secondary links" menu in the drop down and click Save.
4) Now on the "List menus" main tab you can now click the "Secondary links" link option and see the page where you add menu items and any child (secondary or dropdown links) for the Secondary links menu. Any menu item you add here will appear in the orange menu and you can set up any new menu item as a "child" menu under a main menu item to get it to use the expand/collapse drop down menu.

The same top level menu items you set up will also appear in the footer menu (minus the drop downs if there are any).
